Work permits in Kyrgyzstan are issued by the State Migration Service and require employer sponsorship. EAEU citizens are exempt from work permit requirements. For non-EAEU citizens, a temporary residence permit and employment contract are required. Processing takes approximately 4–6 weeks and permits are initially issued for one year.
Spouses and dependent children of residence permit holders may apply for dependent residence permits through the State Migration Service. Dependents must obtain their own authorization before engaging in employment.
Kyrgyzstan levies a flat income tax of 10% on all individuals regardless of residency. Corporate tax is 10%. VAT is 12%. Kyrgyzstan has a growing double-tax treaty network including agreements with Russia, Germany, China, and several CIS states.
Private healthcare in Bishkek has improved in recent years, with clinics such as AKB Medical and Kelechek Hospital offering reasonable care. Outside Bishkek, facilities are limited. Expats are advised to carry international health insurance with evacuation coverage to Almaty or Istanbul for serious conditions.
Expats with valid permits can open accounts at KICB, Optima Bank, or RSK Bank. Requirements include passport, residence registration, and permit documentation. USD and EUR accounts are available. The Kyrgyz som is relatively stable; mobile banking is growing rapidly.
Kyrgyzstan actively courts foreign investment through the National Investment Council and offers tax holidays of up to 15 years in Free Economic Zones (FEZs) such as Bishkek, Karakol, and Naryn. There is no formal residency by investment program, but significant investors can obtain long-term residence permits through business registration.
