Toul Tom Poung (also known as the Russian Market area or TTP) is Phnom Penh's bohemian neighborhood — a favorite of long-term expats, creative professionals, and families who want character over polish. Toul Tom Poung — universally known as the Russian Market area or simply TTP — is the neighborhood that long-term Phnom Penh expats call home. While BKK1 attracts newcomers and corporate families, TTP draws those who have been in Cambodia long enough to prefer character over convenience. The narrow streets around the Russian Market are lined with independent cafes, bookshops, vintage clothing stores, and small art galleries that give the area a creative, slightly alternative feel reminiscent of early Williamsburg or Shoreditch. The market itself is a sprawling labyrinth of stalls selling silks, handicrafts, antiques, second-hand clothing, and counterfeit designer goods — chaotic, atmospheric, and quintessentially Phnom Penh.
TTP is a dense, urban neighborhood with minimal dedicated green space. The streets themselves are the recreational space — morning sees residents exercising along the quieter roads, and evenings bring out street food vendors and family activity. The Russian Market parking area occasionally hosts community events, night markets, and weekend bazaars. For green space, families head to BKK1's lake area (10 minutes), the riverfront (15 minutes), or the Olympic Stadium grounds (10-15 minutes).
TTP is one of Phnom Penh's most walkable neighborhoods. The grid of narrow streets keeps traffic speeds low, and the density of shops, restaurants, and services means most daily errands are within a 10-minute walk. The area is also well-suited for cycling — flat terrain, manageable traffic, and short distances to surrounding neighborhoods. Many long-term expat residents use bicycles as their primary transport. For tuk-tuk rides, expect $2-3 to BKK1, $3-4 to the riverfront, and $4-5 to Toul Kork. PassApp works reliably with wait times of 3-5 minutes.
The Russian Market (Psar Tuol Tom Poung) is the neighborhood's defining feature and daily shopping hub. The covered market's food section sells fresh produce, meat, fish, and prepared Cambodian dishes at the lowest prices in central Phnom Penh. The surrounding streets host additional food vendors, hardware stores, and household goods shops. For imported Western products, the organic shops and specialty stores in BKK1 are a short ride away. Thai Huot supermarket has a branch accessible in 10 minutes. Delivery apps are expanding coverage, though selection from TTP restaurants is more limited than from BKK1 hubs.
TTP's narrow streets and dense construction create a mixed microclimate. The close-set buildings provide more shade than wide-boulevard neighborhoods like Toul Kork, keeping street-level temperatures slightly cooler during the day. However, the same density traps heat after dark, and nighttime temperatures in TTP can feel warmer than in more open areas. The neighborhood has some mature trees, particularly around the pagodas and along certain residential streets, but tree cover is less consistent than in BKK1.
